The objective of this programme is to offer professionalization and experience to people who have been unemployed for a long time and who are registered in the employment service of the Balearic Islands (SOIB). This will be done through activities of social interest and at the same time, in a coordinated way, intensive orientation actions will be carried out by the SOIB.

The consequences of long-term unemployment affect different areas. On the one hand, the economic sector, due to the non-use of a very important portion of available human capital, with the consequent reduction in the potential that could be contributed by this part of the population that are at an age to work. On the other hand, it also leads to a reduction in national income and an increase in social expenses, with the implications these have on general budgets.
Therefore, it is necessary for the government to act by promoting the hiring of people who have been out of work for over twelve months; otherwise a significant part of our labour market's human capital is being wasted.
In order to tackle this situation, it has been proposed to create a program to promote the employment of the long-term unemployed who can improve their employability by being hired to work in the public sector. In addition, it entails the training of human capital since the objective of the program is to provide professionalism and requalification to people who have been unemployed for a long time by taking them on and performing in a job.
The program would be managed through a call for grant applications aimed at local entities to hire people, who are over 30 and are long-term unemployed, for a period of 6 months within a public body to carry out work of social interest.
The aim is to subsidize the labour costs (including social security) of those employed for a maximum duration of six months. The SOIB will be the authority in charge of managing the call for grant applications, identifying the unemployed people who will enter the program and the methodological supervising of the interventions with both the users and the economic sectors.
